This article, through the elaboration of human resource institutional innovation connotation, has promulgated the central status and the function of human resource institutional innovation to the enterprise long-term Interests. The key and the premise of human resource institutional innovation are the role localization innovations of human resource management, that has established the reasonable position for the enterprise human resource management which must own under the long-term interests condition. Centering the center thesis on enterprise long-term interests, from the breakthrough point by the human resource institutional innovation, we had expounded in detail the strategic significance of the human resource institutional innovation to the enterprise long-term Interests.
