In The Proposal of the CPC Central Committee for the Formulation of the Eleventh Five-Year Plan for National Economic and Social Development, two measurable goals were highlighted, put as 'to double the GDP of that of 2000 on the basis of structure optimization, efficiency enhancement and consumption reduction; to distinctively raise the resource utilization efficiency and to lower the energy consumption per unit GDP about 20% as compared to that of the Tenth Five-Year Plan'. As one of the only two measurable indexes of the document, the 20% saving of the energy consumption has strategic significance and also reflects the Party's determination to shift the development model of the national economy.
