The Maritime Safety Authority of New Zealand (MSA) has a mandaternto promote a safe and clean marine environment and to providernan effective marine pollution response capability. As part ofrnits obligations, the MSA is responsible for the New ZealandrnMarine Oil Spill Response Strategy and the preparation of arnNational Marine Oil Spill Contingency Plan for Tier 3 spill eventsrn(Maritime Transport Act 1994, S.283).rnThe MSA is currently working on the design of an extensiverncoastal information database-including information such asrnmarine and natural resource inventories and coastal human-builtrninfrastructures-that can be mapped in a GIS system. A customisedrntoolset is also being developed to streamline the managementrnof the database.rnThe benefits of GIS-based information management systems inrnoil spill response have been demonstrated by a number of overseasrnresponse agencies. However, many of these rely on discrete componentsrnor only fulfil specific individual requirements, such as thernprovision of coastal resource information.rnHaving reviewed these approaches, New Zealand has embarkedrnon the development of a more integrated and comprehensivernoil spill information management system that will deliver arnbroad range of applications and serve to provide a framework forrnthe seamless management and reporting of all the types of datarnthat are generated throughout the life cycle of an oil spill response.rnThe system combines GIS and database technology. It includesrnfield survey management support, as well as automated treatmentrnmechanisms to produce reports and maps to support planning andrnoperations. The system also integrates a pre-spill shoreline segmentationrndatabase.rnThe benefits of such a system will include the recording andrnpresentation of all types of response data that is more responsivernto the needs of operational decision makers; the ability to betterrntrack the progress of spill cleanup activities in both a temporal andrnspatial context; and the generation of customised reports to assistrnin cost recovery claims on termination of response activities.
