WILDLIFE RESPONSE: PART OF THE PLAN

When an oil spill impacts wildlife, the success of the wildlifernresponse often depends on the quality of the preplanning and thernresponders ability to manage the factors that they can control.rnWhile factors such as season and weather, seasonal behavior andrnlifecycle stages of wildlife cannot be controlled, training of personal,rnequipment caches and pre-identifying facilities can haverna huge influence on the success or failure or a wildlife response.rnEffective planning prior to the event is the only way to assure maximumrnpreparedness and effective response.rnWildlife response planning has become a key component of oilrnspill preparedness and response. With the recent publication of thernIPIECA Report: A Guide to Oiled Wildlife Response Planning,rnplanning for wildlife response has become an accepted and expectedrncomponent of any oil spill contingency plan. Depending onrnavailable resources, appropriate response strategies may includernany of a variety of tools: assessing impacts, use of dispersants,rnprotective booming, hazing, wildlife rehabilitation and euthanasia.rnA good wildlife plan should address each of these issues andrnprovide the information and guidance to necessary for respondersrnto make appropriate and timely decisions that will maximize thernsuccess execution of the plan and the objectives of the specificrnresponse.rnThis paper will outline the components necessary in a goodrnwildlife plan within a framework that should be familiar to oilrnspill response planners. It will include a strategy section, an actionrnsection and a data section.rnAs with every other phase of the response there are a varietyrnof factors that affect the success of the wildlife plan. These includernefficient management of all resources including the human resources,rnequipment and facilities. Quick initiation of the operationsrnis critical to minimize the time between oiling of animalsrnwhen they are collected and rehabilitation initiated. This paperrnwill provide a framework for planners or responders with little orrnno wildlife experience to assist them in planning for the wildliferncomponent within the overall response.
