DEVELOPING A SECURITY ACCESS CONTROL MASTER PLAN:SEATTLE DOES IT RIGHT

Seattle Public Utilities (SPU) has made a serious, comprehensive, and proactive commitment to addressrnsecurity. The utility has developed a master plan for security improvements – including capital and life cyclerncosts – focusing on achieving results across all lines of business: water, wastewater, and solid waste. Thernplan incorporates the utility’s needs around accessing control systems, communications, security controlrncenter, facility improvements, staffing, use of security services, security intelligence analysis, and employeesrnto ensure SPU successfully controls its risks.rnThis presentation includes a discussion of how SPU structured the security master plan, established operatingrnand capital budgets and programs for security, achieved elected official and community participation, andrnimplemented new security policies, procedures, and training. Key aspects of the plan ensured successfulrnintegration with a City-wide emergency preparedness and response framework, providing a long-termrnstrategy for both the utility and the city.
