It was found that main cause of the tracking phenomenon was the contaminant between electrodes, the heating by the leakage current, the scintillation discharge. While maintaining the scintillation discharge as the flow rate of NaCl(1%) solution 1. 0/min, the current of about 40mA flowed at AC 220V, and the current of about 25mA flowed at AC 380V. In the SEM image analysis, non-damaged sample had the constantly regular properties, but the particles having a crystalline form were observed in the surface structure of phenol resin to be breakdown at AC 380V, D= 20mm, NaCl(1%) solution. In the result of TGA analysis, non-damaged sample showed that the severe weight-loss was started at 362. 77℃. It was found that the weight-loss was very small in the phenol resin to be breakdown by AC 380V, NaCl(1%) solution.
