VOICE QUALITY AND CALL ESTABLISHMENT REQUIREMENTS FOR ALL-IP WIRELESS NETWORKS

3rd and 4th generation wireless networks promise to leverage the ubiquity of the Internet Protocol to rapidly deploy the next generation of "killer applications". While carriers are spending billions of dollars on licensing spectra, it still isn't clear what these applications are or the form that they will take. As the convergence towards the All-IP network begins, the most important application to enable will be that of voice - in particular voice over IP (VoIP). While best practice for VoIP voice quality and call establishment in terrestrial networks is still emerging, providing VoIP in wireless networks is a greater challenge, due to mobility as well as user expectations of service quality. This paper introduces a number of fundamental requirements of voice quality and call establishment in IP-based 3G and 4G wireless networks, provides an exemplary call flow that includes mobility and resource management, and discusses possible ways to improve current resource management standards.
