At the time this particular type of contract was proposed, it was very hard to picture such a process ending up as a success story. As the contract progressed, it became clear to all involved that it was a very "workable" process in which all parties benefited. It is proceeding today with ADS receiving a bonus for their efforts and Metro Water Services achieving it's goal of reducing Unaccounted-for-Water and a recovery of lost revenues. There have been very few problems as the contract has progressed. It is felt this is due to the detailed work on the front end between Metro Water Services and ADS to insure all parlies understood the Business Plan and agreed to the wording prior to it's inclusion in the formal contract documents. A very important part of this process was the "Agree-to-Agree" procedure. This has eliminated problems as the have occurred and hopefully will allow a smooth ending when this contract comes to completion. If you choose to enter into a contract of this type, you must be willing to negotiate, compromise, or partner. We continually refer to it as "Agree-to-Agree". If you choose to have everything in black and white and begin to dictate to the bidders how things should be or will be done, then you have taken away a very important step from this process. You must remember that you asked the bidders to tell you how they would do the job; they do it every day so who would know best how to perform? The working relationship between Metro Water Services and ADS Environmental has definitely followed the "Agree-to-Agree" process and is a major reason for the success of this Leak Survey.
