The results of an experimental program designed to evaluate the suitability of dry flue gas desulfurization (FGD) by-products as substitutes for conventional road base/subbase and subgrade materials are presented. In particular, the dynamic stress-strain characteristics of the FGD by-product before and after cycles of freezing and thawing were studied. Samples compacted at two different moisture contents were load tested after various curing times. Results of the tests are presented in terms of the calculated resilient modulus. The FGD moduli are compared with published values of resilient moduli for materials commonly used in highway design. This comparison indicates that dry FGD by-products can be used satisfactorily as a subgrade material in the construction of low traffic volume roads.
