摘要

To counter the emphasis on "sci-tech input is determinism", the concept and framework of National Innovation System (NIS) is introduced in this paper, trying to explore the rational infrastructure of sci-tech development. By the case study of NIS in Japan and the U. S. , it could be concluded that establishing and improving NIS is an important issue while implementing sci-tech strategy in China, and that the viewpoint of "emphasizing sci-tech input only" might as well be changed as "systematical consideration of sci-tech input, education input, basic research input, capital formulation as well as government intervention".
