Performing a Community Hazardous Materials Transportation Study

Sullivan County is Tennessee's fifth largest county in population. The two major incorporated cities within the county are Kingsport and Bristol. In 1917, Kingsport was America's first planned city designed to accommodate modern industry. Bristol, situated on the state line, shares a market with its sister city, Bristol, Virginia. The third of the Tri Cities is Johnson City located in neighboring Washington County. Transportation routes include Interstate 81 one of the major North/South interstates on the east coast and Interstate 181 soon to be I-26 into North and South Carolina. Major rail routes include Norfolk Southern and CSX. Concerned emergency, industrial, city and county officials established the Steering Committee of the Sullivan County Integrated Emergency Preparedness Council (IEPC) in 1985. Its objective was to develop a plan to coordinate the mitigation of a natural or man-made incident within Sullivan County. SARA Title III ― Superfund Amendment and Reauthorization Act of 1986 required emergency plans and other requirements including a Local Emergency Planning Committee (LEPC) to review planning for hazardous materials emergencies. In Tennessee that LEPC is at the county level. The focus of the SARA Title III LEPC's is planning for Hazardous Materials Incidents. Since its beginning the IEPC focus has been the Total Emergency Planning for Sullivan County. With the IEPC in place, Sullivan County was ahead of the game and the IEPC became the Local Emergency Planning Committee for the county.
