摘要

In this article the methodology for substantiating the parameters, placing and evaluating the effectiveness of wind-diesel power plants construction has been proposed. For power supply of isolated settlements with a high wind energy potential in the Russian northern regions, the methodology allows to increase the power supply reliability and save long-distance import diesel fuel. The methodology provides for a multi-level system assessment of the resource potential, analysis of the existing power supply system, climate information, equipment parameters and operating modes optimization to justify an energy-efficient power plant's construction in the Arctic conditions.
