THE DOVER NJ MGP SITE REMEDIATION RESULTS OF THE PERIMETER MONITORING PROGRAM 2000-2001

The First Phase of remediation of the Dover NJ MGP Site was completed in January 2001. Anrnintegral facet of the approximately 190 day remediation program was a perimeter monitoringrnnetwork comprised of eight fixed stations. The monitoring network designed, installed, operatedrnand maintained by TRC Environmental under contract to GPU Energy was in continuousrnoperation at all times that remedial activities were in progress at the site. Each of the eight (8)rnmonitoring stations was outfitted with the following types of instrumentation: a GT-640A (nowrnMet One) particulate monitor fitted with a PM10 inlet impactor for monitoring of particulaternmatter < 10u in aerodynamic diameter, a TECO 580 EZ PID monitor for the measurement ofrnTotal Volatile Organics (TVOC) as PID ionizable organics, a Baseline 1030 GC/PID forrnmonitoring of BTEX, a canister sampling system for the collection of integrated volatile organicrnsamples for analyses employing EPA Method TO-14 and a General Metal Works High-Volumernair sampler for the collection of integrated air samples for eventual PAHs analyses employingrnEPA Method TO-13A.rnDuring the term of the approximately 192 day program more than 197,500 PM10 and TVOCrndata points were collected. All data were collected as 1 minute averages and compiled as 5rnminute composite averages for reporting purposes. All data points were collected as rawrnaverages and reported on a background corrected basis. This presentation will examine thernparticulate data collected during the Dover MGP Site remediation. Particular attention will bernfocused on causative agents for the small number (approximately fifty (50)) 5 minute averagesrn(0.025% of the 197,500 PM10 data population) that exceeded the predetermined action level ofrn150 ug/M3. Both on and off-site specific conditions unrelated to actual remediation activitiesrnprimarily responsible for the majority of these exceedences will be presented and discussed.rnEPA Method TO-13A was employed for the collection of integrated or time-weighted compositernsamples in those instances when the PM10 background corrected concentration exceeded the 150rnug/M3 action level at any of the stations for three (3) consecutive five (5) minute intervals. Itrnshould be noted that there was not a single instance during the 192 day monitoring programrnwhereby a TO-13A sample was triggered for collection on the basis of the PM10 exceedancerncriteria. Samples were collected, however, on a biweekly basis at a subset of the eight stations tornaugment the background or baseline data base which began prior to the active remedial activities.rnThe results of this approximate 60 sample database will be summarized and presented. The latterrnwill include quality control data specific to the PAHs measurements such as precision datarnrepresentative of the combined sample collection and analyses scheme as determined through usernof collocated field samples.rnLastly, this presentation will examine “lessons learned” from the Dover perimeter monitoringrnprogram and in particular what does the program data tell us about what constitutes practicalrnmonitoring for cost-effective remediation of MGP sites in the future.
