Water participation for poverty alleviation - the case of Meseta Purepecha, Mexico

摘要

The construction of small water reservoirs has been used in an effort to alleviate poverty in the Meseta Purepecha region in Mexico. The programme's rationale can be characterised as incentive-based participation, using both local employment and shared risks concepts. The programme so far has been a relative success. However, in the light of poverty alleviation questions have to be raised about the isolated nature of the programme as well as the role of the incentives used.
