Taiwan has been successful in economical development. The country is facing new challenges on the road to further development. Environmental protection is one topic of development issue that is to be discussed seriously. According to an Environmental Protection Agency report, each person produces 1.13 kg of waste, with a 5% annual growth rate. Given the rapid accumlation of garbage and an increasing serious problem with effective waste management, the EPA felt that the Waste Disposal Act, which was originally promulgated and effected in 1974, was no longer effective for Taiwan. New laws and amendments were needed for the rapidly developing and changing society. The Waste Disposal Act was revised on March 28, 1997.
