Safety performance indicators - The OECD project

The OECD (Organisation for Economic Co-operation and Development) is undertaking a 3-year project on safety performance indicators related to chemical accident prevention, preparedness and response at fixed installations. The objective of this international project is to develop guidance on safety performance indicators, rather than specific indicators to provide flexibility in application in different industries, countries and cultures. The guidance will address safety performance indicators for industry and for public authorities. Indicators for the public may also be developed at a later stage. The guidance will cover indicators as measures of activities (organisation of the work) and as measures of outcomes (impact of the activities). Such indicators can help stakeholders determine trends and see whether their actions are leading to identified goals and improvements in safety. They should also facilitate the implementation of the OECD Guiding Principles and determine whether this implementation leads to higher levels of safety over time. The OECD project started in 1999 and should last until 2001. The guidance document is expected to be published in 2002. Therefore, since the project is still underway, what is presented in this paper may be subject to changes.
