A radar signal waveform and target angle joint estimation method in non-Gaussian noise, a smart terminal, and a non-transitory computer-readable storage medium. The method comprises: acquiring an echo signal captured by a radar array antenna in non-Gaussian noise, wherein the non-Gaussian noise is impulsive noise and an echo data abnormal value (S100); performing optimization target processing on the echo signal according to the echo signal, and obtaining an optimization target processing result (S200); and obtaining a target angle and a waveform of the echo signal according to the optimization target processing result (S300). A position of a target can be accurately estimated while simultaneously obtaining an imaging property of the target by means of simultaneously estimating a radar signal waveform and a target angle against a background of non-Gaussian noise.
