Provided is a novel virus-inactivating liquid agent. This virus-inactivating liquid agent comprises a liquid medium and particles of a layered material including one or more layers, wherein the layers each include: a layer body represented by the formula of MmXn (in the formula, M is at least one metal belonging to group 3, 4, 5, 6, or 7, X is a carbon atom, a nitrogen atom, or a combination thereof, n is 1-4, and m is greater than n and at most 5); and a modification or terminal T (T is at least one selected from the group consisting of a hydroxyl group, a fluorine atom, a chlorine atom, and an oxygen atom) present on the surface of the layer body.
