A problem breaking-down device (100) is provided with: a group breaking-down unit (140) which breaks down a route network into a plurality of route groups (12); and a demand breaking-down unit (150) which, if a provisional travel plan (125) representing a provisional plan for a traveler to travel within the route network straddles two or more route groups (12) included in the plurality of route groups, uses the provisional travel plan (125) to create a plurality of intra-group travel demands (13), each including information relating to the departure point and the destination for the traveler within any one route group (12).
