In the present invention, timely flood monitoring and warning are implemented by means of the action force of water; moreover, cleaning of the inner side wall of the device is implemented by means of the buoyancy effect of water, thereby preventing timely flood surveillance and monitoring by the device from being affected by excessive dirt on the inner side wall of the device; cleaning of the outer side wall of a filter screen is implemented by means of flow of water, thereby preventing threats to the people caused by untimely monitoring and warning due to blockage of the filter screen caused by dirt in water when the filter screen works for a long time; resources are greatly saved, and the working efficiency and timeliness of the device are improved.
