PROBLEM TO BE SOLVED: To quickly create an exhaust gas concentration prediction model for improving the prediction accuracy of the concentration of a gas component contained in an exhaust gas discharged from a furnace. SOLUTION: A prediction model creating device for creating an exhaust gas concentration prediction model for predicting the concentration of a gas component contained in an exhaust gas discharged from a furnace includes an image acquisition unit for acquiring an image of a combustion region of the furnace.
