The present invention relates to a hydrogen electrode catalyst for water electrolysis, a water electrolysis device including the same, and a method for manufacturing the same, and more particularly, by using cobalt, which is easily obtained at low cost, a new catalyst surface area, and a conventional noble metal or other structure. The present invention relates to a hydrogen electrode catalyst for water electrolysis exhibiting excellent hydrogen generating activity compared to a cobalt-based catalyst, a water electrolysis device including the same, and a method for manufacturing the same.
