PROBLEM TO BE SOLVED: To enable efficient design of a flux transformer for a sensing member using a color center. A parameter adjusting unit 21 specifies a value of a design parameter of a flux transformer, and a transmission efficiency evaluation unit 22 calculates a transmission efficiency BR corresponding to the value of the design parameter according to a predetermined calculation formula. In particular, the transmission efficiency evaluation unit 22 includes (a) the electromotive force of the primary coil in consideration of the coil diameter for each winding of the primary coil of the flux transformer, and (b) the secondary side of the flux transformer. The transmission efficiency BR is calculated based on the induced magnetic field of the secondary coil, which individually considers the coil diameter for each coil winding layer.
