To alleviate a processing load of an optical communication device.SOLUTION: An optical communication device that is an OLT 100 communicating with an ONU 200_i and the like by using an optical fiber, has a monitoring unit 130, a band allocation calculation unit 140, and a transmission controller 160. The monitoring unit 130 monitors a traffic amount of data received from the ONU 200_i. The band allocation calculation unit 140 decides an uplink band to be allocated to data transmission from the ONU 200_i to the OLT 100 on the basis of the traffic amount. The transmission controller 160, in a case where a band allocation amount corresponding to the uplink band is equal to or more than a threshold, makes the ONU 200_i transmit data except state information indicating a state of the ONU 200_i to the OLT 100 by using the uplink band without making the ONU 200_i transmit the state information to the OLT 100.SELECTED DRAWING: Figure 3
