To provide a permeability testing method and a permeability testing device to test permeability of a paint into a net body in order to take a measure for paint splash prevention.SOLUTION: A permeability testing device 1 for testing permeability of a paint P into a net body N comprises a net body holding part 2 that holds the net body N formed with a net in a sheet-like manner while spreading the net body N, and a paint holding part 3 that is constructed so as to make the paint P contact with one surface N1 of the net body N held by the net body holding part 2. A paint receiving region 4 for receiving the paint P that has permeated the net of the net body N is formed on the side of the other surface N2 of the net body N.SELECTED DRAWING: Figure 1
