The present invention relates to a system and a method for designating colors to be implemented as a hologram by forming a predetermined pattern on a dithering mask such that a hologram structure can express a specific structural color. To this end, the present invention may comprise: an image acquisition unit for acquiring an original image; an encryption unit for converting an original color of each of the pixels included in the original image into an encrypted color according to a predetermined standard; a pattern data generation unit for generating pattern data including a dithering pattern corresponding to each pixel on the basis of the encrypted color; and a pattern forming unit for forming a mask pattern on the dithering mask on the basis of the pattern data.
