PROBLEM TO BE SOLVED: To provide a decorative sheet base material having excellent printing aptitude to a polyolefin-based resin capable of suppressing generation of a toxic gas or the like during incineration disposal after disposal even when an inorganic filler having self-extinguishing property for imparting incombustibility, a production method thereof, a decorative sheet provided with the decorative sheet base material and a production method thereof.SOLUTION: A decorative sheet base material 10 having a thermoplastic resin layer in which an inorganic filler having self-extinguishing property is compounded in a polyolefin-based resin.
