PROBLEM TO BE SOLVED: To provide a keyword extraction device, a keyword extraction program and an utterance generation device capable of simultaneously providing a user with "empathy" and "awareness of new interests and tastes". SOLUTION: A keyword extraction device 10 includes a user personality setting unit 11 for setting a user's personality type, a robot interest degree acquisition unit 131 for acquiring the interest degree for each keyword according to the personality type as a robot interest degree. The difference between the robot interest level and the user interest level is calculated for each keyword and the user interest level acquisition unit 12 that acquires the user interest level for each keyword as the user interest level, and the difference is within a specific range.
