PROBLEM TO BE SOLVED: To formulate a transportation plan for at least reducing a plan change amount in response to a change in a transportation amount and a change in a transportation resource. SOLUTION: The transportation planning system has a control unit and a storage unit connected to the control unit, and the storage unit includes transportation amount information of an article based on an order, transportation resource information of the article, and a schedule. Retaining the transportation resource arrangement plan information indicating the transportation resource arrangement plan, the control unit generates and transports a plurality of order-based transportation plans using the transportation resources that can be used for the transportation of the goods. When a transportation resource arrangement plan for realizing transportation is generated for each of the plans, and the transportation resource arrangement plan is adopted for the distribution cost based on the planned transportation resource arrangement plan.
