The present invention provides a flood damage determination device, a flood damage determination method, and a program which determine flood damage to a house without providing sensors ahead of time or visiting a flood site. The present invention: acquires an image of a water surface; detects a reference object, which serves as a height reference, from the image; acquires the total length and position of the reference object; measures the length of the reference object above the water surface in the image; measures the level of the water surface on the basis of the difference between the total length of the reference object and the length of the reference object above the water surface; stores the level of the water surface in association with the position of the reference object; acquires the position of the house which is to undergo flood damage determination; determines the flood level of the house on the basis of the position of the house and the position associated with the level of the water surface; and determines the degree of damage to the house on the basis of the flood level.
