In a method for operating a chatbot based on a pet's emotion, performed by a user terminal according to an embodiment of the present invention, (a) when a chatting value is input from a user, voice information and activity information from an IOT device receiving; (b) calculating a basic emotion variable, a situation variable, and a behavior pattern variable based on the voice information and the activity amount information; and (c) searching for an answer value corresponding to the chatting value based on the emotion basic variable, the situation variable, and the behavior pattern variable as a condition, and outputting the searched answer value, wherein the IOT device includes a microphone and a behavior sensor is provided, and generates voice information and activity amount information by detecting the cry and behavior of a companion animal wearing an IOT device.
