The present invention discloses a bid rigging determination apparatus. The bid rigging determination apparatus of the present invention includes: a bid information input unit for receiving data for each company on a bid for which a bid rigging determination is to be made; an outlier removal unit for clustering and grouping companies based on data input from the bidding information input unit, determining outliers, and excluding them from analysis; and a rigging verification determination unit that verifies and determines bid rigging by applying a plurality of mathematical statistical models based on the bidding history stored in the bidding history DB for the companies grouped in the outlier removal unit.
