The present disclosure relates to a satellite communication method and apparatus, and a core network element and a storage medium. The satellite communication method comprises: a core network performing communication with a user equipment (UE) via an inter-satellite link or an intra-satellite link and by means of a first communication satellite; and the core network performing communication with a service server via the inter-satellite link or the intra-satellite link. A satellite terminal or a user equipment directly communicates with a core network and a service server by means of an access satellite, and a satellite signal no longer needs to be connected to a mobile core network and a service server on the ground. Therefore, compared with a communication mode in which a communication signal is re-imported to the ground from an access satellite, the embodiments of the present disclosure have the advantages of communication links being reduced by at least one-half and the communication delay also being shorter, such that the embodiments of the present disclosure can achieve a better satellite communication service effect and better user experience.
