Provided are an exhaust heat recovery system and method for a new energy vehicle, and a new energy vehicle. The exhaust heat recovery system comprises: an electric motor branch (110), comprising a driving electric motor; a battery pack branch (120), comprising a battery pack, wherein a cooling liquid inlet of the battery pack branch (120) is connected to a cooling liquid inlet of the electric motor branch (110), and a cooling liquid outlet of the battery pack branch (120) is connected to a cooling liquid outlet of the electric motor branch (110); and a first pipeline (130), wherein a cooling liquid inlet of the first pipeline (130) is connected to the cooling liquid outlet of the battery pack branch (120), and a cooling liquid outlet of the first pipeline (130) is connected to the cooling liquid inlet of the battery pack branch (120). A heat storage mode or an exhaust heat recovery mode can be achieved by means of controlling a cooling liquid to flow in the electric motor branch (110), the battery pack branch (120) and the first pipeline (130). The technical problem of the range of a vehicle being greatly reduced due to the fact that a battery pack is heated by using external energy to generate heat can be avoided.
