A polarization-insensitive meta-surface using anisotropic nanostructures is disclosed. These anisotropic structures allow for accurate phase, group delay, and group delay dispersion, while at the same time being polarization insensitive, for wavelengths such as λ = about 460 nm to about 700 nm. It makes it possible to realize a metal lens with diffraction limit and achromatic color. The polarization insensitive approach of the present invention can also be applied to other meta-surface devices, for example in imaging and virtual reality or augmented reality.
