The invention discloses an operating mechanism for a dual-power change-over switch and the dual-power change-over switch. The operating mechanism comprises a first supporting plate and a second supporting plate which are parallel to each other and are spaced from each other; the plurality of first supporting pieces are used for fixing the first supporting plate and the second supporting plate together; the first electromagnet assembly and the second electromagnet assembly are symmetrically mounted on the first supporting plate and the second supporting plate relative to a symmetric plane; and an output assembly which is installed on the first support plate and the second support plate along a rotation axis in the symmetric plane, can rotate around the rotation axis, and is provided with a first driving rod which extends out of the second support plate and is connected to the moving contact support, the first electromagnet assembly and the second electromagnet assembly are used for driving the output assembly to rotate in a first direction and a second direction which are opposite to each other respectively, and then a moving contact support of the dual-power change-over switch is driven to rotate through the first driving rod.
