A system, method, and technique for discovering an optimal solution for satisfying communication traffic requirements to the NGSO and GSO satellite groups used in communications is presented.If there are multiple ground demands (mobile and stationary), satellite groups need to assign satellite resources to match the ground demands optimally.The presented systems, methods, and techniques can utilize the optimization scheme to maximize the objective function using linear programming in combination with simulation and predictive features.The presented techniques determine the optimal or sub optimal allocation of rare and highly constrained satellite resources in an efficient manner.These approaches allow for maximizing capacity while protecting other stationary and non stationary networks.Diagram
