The present invention relates to the technical field of femtosecond laser applications, and provides a method and system for using a femtosecond laser to prepare titanium dioxide having an exposed high-activity surface. According to the present invention, an anodic oxidation method is first utilized, a solid titanium dioxide nanotube array thin film is prepared on the surface of a titanium sheet, and then line-by-line scanning is performed by means of the femtosecond laser to obtain anatase titanium dioxide having an exposed {10} crystal surface. Compared with traditional methods, the present invention has the advantages that solid titanium dioxide can be directly processed, the processing environment requirements are low, the energy utilization rate is high, the speed is fast, and the like. The anatase titanium dioxide having the exposed {10} crystal surface prepared and obtained by using the method and system of the present invention can be used for photocatalysis and solar cell preparation, and facilitates obtaining of the high photocatalytic or photoelectric conversion efficiency.
