A period dividing unit (121) divides, from a planned period, a non-specified period for which an operation plan has not been specified, into a specification target period and a period subsequent to the specification target period. A tentative-solution decision problem generation unit (122) generates a tentative-solution decision problem, which is an optimization problem obtained by fixing, as a fixed value, a value of a decision variable for a fixed period of time, among a plurality of decision variables, included in a reference problem which is an optimization problem for setting the operation plans of the plurality of power producers. A sub-defining unit (123) solves the preliminary solution decision problem, thereby finding a solution of a decision variable for the setting target period as a new set value.
