PROBLEM TO BE SOLVED: To provide an evaluation index calculation device, an evaluation index calculation method, and an evaluation index calculation program capable of diversifying evaluation indexes representing an optical state of a dimming sheet. SOLUTION: This is an evaluation index calculation device for calculating an evaluation index representing an optical state of a dimming sheet 10, and an evaluation image PE taken by a photographing target 13 in a predetermined environment through the dimming sheet 10 is acquired. Then, the degree of blurring of the evaluation image PE by the dimming sheet 10 is calculated as an evaluation index by using the image analysis of the evaluation image PE. The image analysis is a frequency analysis of the evaluation image PE, and the degree of blurring is the magnitude of the frequency component in a predetermined frequency band.
