The present invention relates to an ODF manufacturing system and method, and comprises, after supply of the lower wrapping film or the upper wrapping film, a disinfection and sterilization step of enabling a sterilization lamp to emit light onto the inner surface of the wrapping film and at the same time, measuring the mass of a coating body discharged from a slot die and the mass of a film body that has passed through a drying unit, by using a contact-type mass analyzer, and thereafter, detecting an optimal operation value for each constituent means on the basis of measurement data, and measuring the dryness of the film body that has passed through the drying unit, by using a non-contact type dryness meter, and thereafter, detecting, on the basis of measurement data, optimal values for the drying temperature, hot-air intensity, and movement speed of the drying unit. Therefore, microorganisms such as viruses, bacteria, yeast, and mold that are difficult to distinguish with the naked eye are thoroughly sterilized, thus maximizing sanitary efficiency, and in addition, it is possible to accurately comply with content amounts, thus increasing manufacturing precision and ingestion safety and at the same time maximizing the function of the product itself. It is also possible to process at an optimal dryness, thus increasing manufacturing precision and ingestion safety and at the same time automatically providing the optimal drying environments, thus improving the perfection and reliability of the product, and the function of the product itself can be maximized as the manufacturing precision increases.
