This threat-coping system (10) is provided with: a threat-coping device (300) for coping with a target (30) to be dealt with; and a control device (200) for controlling the threat-coping device. The control device (200) is provided with a non-coping-region setting means (514) and a coping instruction means (526). The non-coping-region setting means (514) sets a non-coping region (12) on the basis of information about a non-coping target that is not to be dealt with. The coping instruction means (526) generates, on the basis of the non-coping region, an instruction signal for instructing the threat-coping device to cope with the target to be dealt with.
