To provide a catalyst cycle which carboxylates an aromatic halogen compound without using a metallic reduction agent.SOLUTION: Provided is a catalyst composition for producing an aromatic carboxylic acid or an ester thereof from carbon dioxide and an aromatic halogen compound under a light irradiation condition. The catalyst composition comprises: a light oxidation-reduction catalyst component (A) containing a transition metal M which belongs to Periodic Table Groups 8-10; and a transition metal catalyst component (B) containing a transition metal M' which belongs to Periodic Table Groups 8-11 and is different from the transition metal M.SELECTED DRAWING: None
