Ring layer fixed protrusions and nutrition recesses are provided on the rim portion of the outer ring layer (102) in a staggered or spaced manner, and a foreskin cutting slot (204) is provided on the ring wall of the inner ring (2). By means of the functions and cooperation effect of special structures of the inner ring (2) and the outer ring layer (102) such as the ring layer fixed protrusions and the nutrition recesses in a staggered or spaced manner, a foreskin tissue wound can be subjected to bridging collateral blood and nutrition supply in a safe state without bleeding, thereby achieving the purpose of healing by primary intention, accelerating wound healing, and reducing pain of patients.
