This application relates to a panel for controlling a viewing angle and a viewing angle control display device having the same. The viewing angle control panel according to this application includes a lower transparent electrode layer, an upper transparent electrode layer, a dam structure, a louver layer, an ink injection path, black charging ink, an ink injection unit, and an air discharge unit. The lower transparent electrode layer and the upper transparent electrode layer are spaced apart from each other by a predetermined distance and are bonded to each other to face each other. The dam structure is disposed between the lower transparent electrode layer and the upper transparent electrode layer to surround along the edge. The louver layer is bonded between the lower transparent electrode layer and the upper transparent electrode layer in the inner region of the dam structure. The louver layer includes barrier ribs and ink storage units arranged alternately. The ink injection path surrounds the louver layer between the dam structure and the louver layer, and is connected to the ink reservoir. The black ink fills the ink reservoir and the ink injection path.
