In the present invention, a granular fertilizer core; a coating layer (skin) formed on the surface of the granular fertilizer core and containing an olefin resin; and an additive containing a polyoxyethylene alkyl (-aryl) ether adhere to the surface of the coating layer. It relates to an elution-controlled fertilizer with several steps of improved buoyancy, which is characterized by being produced.
