Provided are an elevator use determination system, a landing operation panel, a portable terminal, and an elevator use determination program with which the use/non-use of an elevator can be determined more accurately . A use determination system (1) comprises: a first beacon; a second beacon; and a portable terminal (8). The first beacon, which is provided to a landing operation panel (6) on a first floor, transmits, by wireless communication, first information specifying the first floor. The second beacon, which is provided to a landing operation panel (6) on a second floor, transmits, by wireless communication, second information specifying the second floor. The portable terminal (8) determines, on the basis of a first time and a second time, the use/non-use of an elevator (2) between the first floor and the second floor by a user who is carrying the portable terminal (8). The first time is a time at which the portable terminal (8) received the first information from the first beacon. The second time is a time at which the portable terminal (8) received the second information from the second beacon after the first time.
