To provide a reader-writer capable of realizing a portable settlement terminal machine superior in popularization, the portable settlement terminal machine and a settlement system.SOLUTION: A reader-writer 20 can execute electronic data reading and writing for an IC chip by non-contact communication. The reader-writer is configured to be electrically connectable to a portable processing terminal 30 and an external power supply 50, respectively. The reader-writer is configured so as to be capable of switching between a self-feeding mode for receiving power from a power storage battery of the portable processing terminal 30, and a charging mode for supplying the power supplied from the external power supply 50 to the power storage battery of the portable processing terminal 30.SELECTED DRAWING: Figure 5
