A radar beam scheduling apparatus, a radar system including the same, and a radar beam scheduling method may be disclosed. A radar beam scheduling apparatus according to an embodiment includes: a communication module for receiving radar beam reception data through a multi-function radar that radiates and receives a radar beam through each of a plurality of surfaces; a target detection unit detecting a plurality of targets based on the radar beam reception data and generating detection result information; a beam allocator for allocating a plurality of tracking beams to each of a plurality of surfaces based on the detection result information; a beam waveform determiner configured to determine beam waveforms of the plurality of tracking beams based on the detection result information; and a synchronizer for synchronizing emission times of the plurality of tracking beams based on the beam waveform.
