A method and system for integrated beamforming using intelligent reflective surface element allocation are disclosed. An integrated beamforming method according to an embodiment of the present invention comprises: allocating passive elements of an intelligent reflecting surface to each of the receiving devices; the passive elements setting a rate of phase change of the intelligent reflective surface assigned to each of the receiving devices; and performing transmit beamforming using the set rate of phase change of the intelligent reflective surface.
